However, the five Liberals on the electoral reform committee recommended the government break its campaign promise to Canadians, stating that implementing PR is "radical" and "rushed." Minister Monsef continues to say that there is "no consensus." 

This was Canada's 14th process to come out in favour of PR. History has shown that the MPs themselves are often the most reluctant to move ahead with meaningful change to the system which elected them. 

As the government gets ready to introduce legislation in May and consults its caucus on the system options, the MPs need to hear from constituents that this promise matters.
